German translation for RBR-tournament

Hi guys,

I just translated all the texts of the RBR tournament plugin into german. Works with the current V0.87, if you just copy the file into the Plugins directory.

Please copy this manually, since there are some strange security blocks here: www-jongl-de/rbr/download/rbrtm_de-ini (replace - with .)
